This cover was postmarked Vukovar in what was called Respublika Srpska Krajina. This was a self-proclaimed Serbian "republic" within Croatia during its war for independence. While this may look like a fantasy item, it appears that it did actually pass through the mail and was delivered at its destination in Skopje, Macedonia. The postmark uses the Latin alphabet used by Croatian, whereas the stamps use the Cyrillic alphabet used by the Serbs.
